   Anti-trafficking agencies often intervene on the same network without knowing what the others are doing. The literature almost always assumes either that one actor intervenes on a given element, or that multiple interventions combine independently, and neither matches how task forces work. This paper defines an axiom class of effect functions rather than a single functional form, places independence at the boundary of that class, and gives an exact linearization with dual bounds. It asks two questions aimed at a management audience: what a decision-maker loses by assuming independence, and how large the coordination gap is between a centralized task force and the same agencies spending the same total separately.
